Oblivion 8-C Downgrade

We recently got new WoG about Oblivion's true capabilities, along with an elaborate explanation justifying them within the existing lore.

While I put "8-C" in the title, I really think the profile could reasonably be tiered as low as 10-B. But in order to reach a compromising middle-ground, I suggest just downscaling from Big Wheel.

And frankly, as an expert on the tiering system, I think this makes more sense given the justifications for Oblivion's current high tiers.

Tbh looks more like 10-B to me. Author himself states that he's just an average joe, and he just had to talk about the Big Wheel since there was always a debate between who is stronger, Oblivion or Big Wheel.
