Not really, C is like average, and Boruto is very much average.

But it doesn't have enough consistent good for me to put it solidly at that tier.
At the very least I would say it's consistently decent enough since Kara Arc to not put it below C though so it at least has that going for it
Hence in the middle at average ( C Tier )

Edit: Yes, Boruto says he can’t handle Jura Alone but his statements don’t automatically scale Jura above Uzuhiko. We know Boruto needs time to charge it to it’s fullest and even then he has to be able to tag Jura, but we already know that outside of Disorienting with FTG Spam, even Base Code Could react to his Speed.
There are certainly factors that prevent Boruto’s statement from just auto scaling Jura over Uzuhiko.

Uzuhiko needs you to be tethered to the ground and charge it up on top of that.

If you add gyuki statement of kurama being to hasty to judge power based on number of tails and the fact that outside bee and kurama shukaku probably has one of the better feats out of the rest yeah I think the tailed beast are all relative save for 8 and 9

Damage told us not to reply and I adhered to the rule yet here comes Karo saying I replied out of spite, no one cautioned him for judging my intentions and replying when we were asked to stop you were amongst the people that liked the comment showing your approval. Then I replied on a discussion thread letting him know I’m not a sheep ( which simply means a follower) and all of a sudden I’m the one that gets a warning.
