Can a character who operates on the irregular system interact with the one that operates on the higher system?.

What about if the irregular system is absent from the verse ,only the regular system and the higher system are present ,does that mean any character would require feats of interacting with the higher system even if they are not from the verse

If the opponent in his verse is able to interact with characters that possess Acausality Type 4 then I assume he will be able to interact with a character that operates under the higher system.

That varies on how far the acausal characters extend their irregular working into. Depending on context, interaction may be impossible, but in other context, it may be a normal thing.

For example, Ultimate Skill users from TenSura are Acausal when it comes to getting affected by attacks and abilities from beings not of their level, but they can still "interact"[insofar as normal human interaction goes].

Then normally, no, because we by default assume[for most abilities] to work on the baseline system of causality or the system in which its user resides in.

Assuming by "interact" you mean effect via hax, no. Acausality has various types of context depending from verse to verse. Additionally, if it doesn't grant any resistance[not even to causality or fate manipulation], I dobut its Acausality to begin with.

Unless the one with resistances includes being unaffected by another type 4, yes they can interact, ofcourse whether their attacks are effective depends on the resistance level

By influence, you mean being affected by their abilities? That sounds like quite a limited version of acausality tbf.

No, after the recent revision, unless the verse itself specific on what Aca 4 can do, then it is a completely decorative ability which do nothing, only exist to make profiles look fancier
