Velma has prior knowledge (she knows he's stronger than her), 2mins of prep time, her optional equipment, direct line of sight and the battle is at her school

All conditions... other than AP, durability, speed, LS, stamina, and intelligence. Saitama could be doing 100 pushups, 100 situps, 100 squats, and a 10 km run while she's trying to beat him with a hockey stick and she would do zero damage. She would eventually get self-incapped via exhaustion.

To be 100% fair, the diff is around 10x, so it is not  completely impossible for her...just maybe purposefully absurdly unlikely for her to be capable of winning via incap, trying to do it with the sucker-punchy first move or smth.
It's not zero (it's more to like...2 lol) damage and she has a time to think.

So, may I count this as a vote due to outstat?
 
Saitama would literally do absolutely nothing or anything and still win.

What bazillion advantages? How does prior knowledge (so she knows he can kill her with a punch and nothing she does can even scratch him), 2 minutes of prep (she ain't Batman), homefield (only actual advantage), and having a weapon (that will just harmlessly shatter against him) help her against someone who can obliterate her with a sneeze? (Funny since he has actually done this). The best thing she can do is run and beg for mercy but she has neither the speed nor stamina to do that. Not to mention, her ego is larger than her weight.

catching by surprise and with some martial arts experience, it's not impossible at all
usually there's a theme in martial arts: dealing with someone physically stronger than yourself.

i made it purposefully knowing she's very unlikely to win (i would like her to lose), just on a fair way. i'm very inclined to give her a day of prep just to make it more humiliatingly fair, but i think in this way it's already fair enough to be added lol

Lol. Lmao even. Have you even read her previous matches? Her combat skill simply consists of her overpowering people who are massively weaker than her and the only reason it's labeled as martial arts is because she was taught how to do it in a semi-formal setting.

There's not a single scenario Velma can incap Saitama here. And considering her stamina section? She has 0 chance to even bring such a scenario to fruition. So yeah, closing.
