Lucario might start out weaker but it has a shit ton of amps it can apply to itself to flip the stat gap around in its favor, including speed amps. I think Ryu is the more skilled fighter but at the same time Lucario is vastly more versatile in what it can do, plus having abilities that can weaken Ryu's stats like Metal Sound which weakens his defense.

Honestly, I know Lucario more (mostly from the anime and a dozen or so matches in Pokemon Showdown, but nothing from the direct games, I only played Esmerald on a borrowed console but Lucario wasn't there and i wasn't able to play there(Megaman X saga in the console was goated tho)) than Ryu, take my comment as a grain of sand, so I imagine that both would first test each other to find gaps, as Soul said, when Lucario realizes the superior hand that Ryu has, the pokemon will close and try to weaken Ryu.
 
I know Lucario is weaker in AP against Ryu, but I know that Lucario has some stats that could weaken Ryu like Soul said but also know Mega Evolution and other amps and shit that would make Ryu struggle to keep up.

Then again Ryu can pull out Power of Nothingness and Evil Ryu to counter Lucario.

Okay, what stops Lucario from camping with far higher range, stat amps and homing attacks? Especially as it's trivial for Lucario to keep distance with Extreme Speed
 
With AP stat amps and Durability stat reductions that can't be really blocked (as they're sound based) that may be pushing it. Feint in particular also bypasses parrying (Detect) and is an Speed amp too.
 
Shadow told me in discord he was voting Ryu and he meant him in the comment he left, so imma count it for Ryu
 
Just wanna say, while I don't know what stat boosting moves Lucario has (Likely Swords Dance and Agility or smth), all stat buffs in Pokemon cap at Stage 6. Which is a 4x increase (1 Stage = +50% increase). So Lucario can boost their AP and Speed by 4x. I don't remember if stat debuffs follow the same convention, but they also cap at Stage 6. I assume they work the same (Minus evasion stat), which would mean he can decrease Ryu's durability by 1/4th.

Debuffs also work the same way (-2 is halved, -4 is a third of the regular stat, and the cap of -6 is a quarter of the regular stat). More specifically Lucario gets Agility (Speed amp), Nasty Plot, Swords Dance and Power-Up Punch (AP amp), Iron Defense (Durability amp), and Calm Mind and Bulk Up (AP and Durability amp), and for debuffs it gets Screech and Metal Sound (both being sound-based Durability debuffs). Laser Focus and Mind Reader also ease Lucario's capability to land hits and dodge a lot.

Also, as this is at peak per SBA, this means that as this is Mega Lucario, there's also an extra innate boost on moves of the same type as itself with Adaptability.
