Naruto has a low 5-B base form, its best to clarify the specific key so that theres no confusion later on. Also you said they start at base so naruto can eventually become 5-B

If speed is equalised but they are in base it's pointless. Coz Luffy just still blitzes with gear 4. So it depends on what form they are in.

The profile is dumb. He gets that in the second key. First key is just the end of the previous profile with higher stats and Advanced Observation.

Naruto's only way of damaging Luffy would be through Rasenshurikens or Bijuu Bombs as his physical strikes have no way of bypassing Luffy 's resistance to blunt force through elasticity.
That being said, I'm unsure if Luffy would let himself get hit. Future Sight and Soru let's him get out of the way of pretty much any attack and in Gear 4th, he'd be able to bounce it back with twice the force (or 8x in Tankman though idk how relevant that form would be in this match).

That stuff especially tbb spams Kms and Naruto range is thousands of kms. He's definitely getting hit.
The reflection might work once but that's it. Naruto can choose when to make his attacks, expand or explode so if he sees Luffy can throw it back (pause). He'd just make it explode on impact or even before impact. I said might coz bijuu bombs are very unstable. They might just explode on their own once Luffy touches it without Naruto doing anything
