Relation of certain AE1 with CM1 and IM2

So, I've got a question: shouldn't certain types of AE, which are based on philosophic things (for example Hope), be able to be affected by CM1, due to it being able to interact with the very global concept of hope? The same question for data-type AE (for example Memory), shouldn't it be affected by IM2, due to also fundamentally being information?
 
Yeah, to an extent obviously varies with the application of the ability (Concept Manip is of course a wide ranging ability with countless potential functions) but it would be able to interact with an equivalent Abstract (so, in your example, someone capable of manipulating Hope on a conceptual level should be capable of manipulating an abstract representation of Hope). Same goes for IM, I believe, in your other example.
