Mate, you don't need Pokedex statements for that.
Magikarp survived the lake-draining, earthquake-making bomb blast Team Plasma did. I'm very sure even without the Pokedex, there's NPC statements indicating Magikarp is weak. & even then, evolutionary stage scaling.
Numerous Pokemon scale to casually moving huge boulders via Strength, swiftly cleaving through trees in one-shot with Cut, breaking boulders with Rock Smash....
Heck, Ride Pokemon show Pokemon can be trained to do that effortlessly & constantly, with Sharpedo & Taurous easily breaking boulders.
Several humans have boulder-breaking statements in their dialogue, & most Pokemon are equal or superior to humans in their world.
Pretty sure one route had a blizzard stated to be caused by an Abomasnow on it.
Rayquaza has 1 of its biggests feats in a cutscene, not to mention Kyogre flooding the world
& Groudon making an artificial sun.
Dialga & Plakia destabilize time/space on-screen, as part of their storyline, & Giratina's dimensional travel is similarly shown, & many NPCs talk about their role in the cosmology.
Arceus creating members of the trio is also part of a cutscene.
Kyurem froze Lacunosa Town as part of the story, & IIRC, froze the player character on-screen.
Kyurem, possibly along wtih Reshiram & Zekrom (Depending on which statements you take, since Pokedex is exclded.) survived the meteor impact that created the Giant Chasm, albeit, seemingly also splitting apart from The Original Dragon into the 3 Unovan Legendary Dragons.
Tornadus & Thundurus passively alter the weather of the route they're on.
I don't remember the dialogue exactly, Xerneas & Yveltal's powers are part of Lysandre's plan, he intended on using their life-related abilities, so it's safe to say Yveltal could still wipe out huge swaths of populace, or Xerneas grant immortality, even without the Pokedex.
Lunala & Solgaleo have a cutscene/story about them fighting Ultra Beasts, & a cutscene of them fighting base Necrozma, who, as Ultra Necrozma, absorbed all of Ultra Space's light.
Eternatus creates a huge storm, destabilizes time & space, & both it & Zacian & Zamazenta, IIRC (Or at least just Zacian & Zamazenta.), have Power Nullification for every move in the series; Lions ain't doing jack to that.
Oh & a Great Tusk/Iron Treads broke out of Area Zero's fortified walls.
Pecharunt can mind control humans & Pokemon alike.
Terapagos is passively the source of the Terastal Phenomenon, & I'm pretty sure there's a statement for this. Quote from Briar or such. Thus, Terapagos would scale to amping up all the Tera Raid Pokemon, who can take beyond-Champion-level Pokemon in 4vs1s.
All of the Pokemon using moves that amount to natural disasters like Rock Slide, Earthquake, Twister, Hurricane, Surf....
ALL THIS IS WITH JUST GAME CANON & NO POKEDEX STATEMENTS, YOU DON'T NEED JACK TO BEAT LIONS.
