I knew there was something but I was way too lazy to re-read it, haha. Just hated wating for the monthly chapter so the chances are high that I skipped that part.
Being a dragonball fan is such a pain in the ass ... no new thing till this days
no idea how you guys can keep this motivation This just makes Mangas MFTL+ case stronger. But I must say, Goku is a very skilled KI control user and he does know the output someone is capable off so the "universe goes puff" is valid, then theres the multi-universal spirit bomb. If "atmosphere" means things like black holes and such ... calcing that thing is pretty easy

Context: explaining the technique after Goku blows up a large brick with a Genki-Dama made from the energy of Kaio's planet
Kaio: “The Genki-Dama is a technique that takes just a little bit of the various energies held by grass or trees, humans or animals, or even in objects and the atmosphere, gathers it all together and then fires it. Even the Genki-Dama of such a small planet as this one had that much destructive power. The Earth where you’ll be fighting is so large you can’t even compare it to here. And if you’re able to make the sun, with its gigantic energy, into your ally…It will be a Genki-Dama with outrageous power. If you mess up, you could destroy the planet which you’re supposed to protect.”

To my recollection Elder Kai's statements for Buu destroying the universe involved him also stating that Buu would 'eventually' get to the Kaioshin Realm after destroying the universe. With the implied timeframe being <1,000 years due to Elder Kai's lifespan being <1,000 years (Hence his pragmatic decision to give up his remaining life to revive Goku)
So to me that does suggest that Super Buu isn't 2-C in the manga. As his destruction of the universe wouldn't reach the Kaioshin Realm. And whether or not he would destroy the Afterlife is never clarified.
So in short Manga Buu being 3-A to High 3-A seems reasonable. The lowest tier I could possibly accept for him would be somewhere around 3-C or 3-B.

Wrong, in the context of what shin and elder kai said, kid buu is indeed the strongest. The "he's just the most dangerous" argument is cope. You can take a deeper look at the kanji as well which backs up some of the things I'm saying. But there are other arguments as well.

It's literally stated that buu's power was reduced by gaining a heart. And this is more significant than most people give it credit for. This means that any absorption buu gained was only trying to catch back up to his previous power. Even when buu split, and evil buu absorbed fat buu, that heart is still a factor. Gotenks, Gohan are both still weaker than evil incarnate buu. It gets even more interesting when you factor in that kid buu had no reason to absorb anyone, unless he was outmatched. South kaioshin was fighting along side the GSK in the fight against moro, yet lost to kid buu. Even if you say he was SOMEHOW caught off guard, kid buu still fought without actually dying, and we can definitely assume in good faith there was an initial confrontation, not just absorption GG. Not saying kid buu is on par with moro tier fighters, but he's definitely the strongest buu. Most "dangerous" here definitely means the strongest. Every buu is dangerous in their own right, they are all a threat to the planet, humanity, and the universe. If kid buu was the weakest version, he would not be the most troublesome. Mind you, his power was STILL growing until the south kaioshin faded away, or died. There is not a single in universe argument for super buu being stronger. And don't even bring up goku being afraid of super buu. We see that he's powerful enough to end kid buu at full power super saiyan three. Not to mention even that has nuance that not many people even think about for why this is even the case.
