Neutron stars weigh around the suns mass so stellar LS. Depending how he did it and there's the fact he had to overpower the gravity of the other neutron star its probably just a bit above the stellar baseline. He should also scale ap wise to it through whatever his powers were

How can I calculate this feat?

The robot creates a powerful airflow and is strong enough to pull a tree and an motorcycle. Even enough to dismantle a street lamp fixed to the ground. And one character can resist this airflow with one hand. How can I calculate the LS of this character who resists the airflow?

I sorta calced this type of feat here. Not sure how accurate it is though.

Feasibly could be either. Just depends on how big the chunks are. Some drilling motions reduce the ground to powder (pulverization) whereas some leave it largely unbroken (fragmentation).
 
Borderline, frag or v. frag. I'd allow the latter.
 
What destruction value should be used based on the following feat?
The sooner they were quit of this place, and far away, the happier she'd be. Unless, in departing, she could scourge the landscape with her lightning right down to the bare rock, wiping away all trace that the installation had ever existed. That would be a real pleasure.

I don't how to estimate the hollowness of a mecha dragon other than there's a cockpit

if the ice went to the horizon that's probably H7C ice creation, the pushing of the clouds is really small though, so i doubt it'll be anything higher than H7C either.
 
Functionally you'd divide it down to 1 second.

So, taking the CAPE value of 2.26 megatons, you'd divide that value by 43,200 (the number of seconds in 12 hours).

9.456e15 Joules / 43200 seconds = 2.189e11 Joules, or City Block level.

Do we do the same thing for temperature change and then add the two? or do we just use CAPE

These are different methods of calculating the storm. You would use one or the other. If there were a calc where there were multiple steps of getting energy (for example, vaporizing something involves calculating energy from both change of matter AND heat change), then you would add those values and then go through the division process for the net total.
