The first time he died. If he dies that time, he's just effectively incapped.
If he dies he will just regen in a few seconds/minutes like he did against Ozymandias. The first time it taught him weeks because it was, well, the first time it happened to him, the second time it took him much less time because he mastered the trick much better.

Pretty sure this is a Mismatch/Stomp

I haven't seen a bunch of Dr. Manhattan, but from what I've seen, I'm pretty sure he starts with Macro-Q Matter Manipulation instantly. Garou doesn't resist this. Garou's resistance only goes down to Sub-Atomic, not Macro-Quantum. The Matter Manipulation coming from Dr. Manhattan is gesture-based, so it's basically impossible for Garou avoid it. At speed equalized a gesture will always be faster than any of Garou's starting moves (teleporting towards the opponent, blowing up the surrounding area with gravity knuckle + nukes, etc). Low-Godly Regeneration makes him impossible to kill to Garou without BFR (Garou only did BFR against Saitama when he realized he was completely out-matched. Garou doesn't know he's out-matched against Manhattan). BFR won't work on top of that. Manhattan has too many ways to stop it (Multi-location giving him basically precog for Garou's attacks, Duplication making Garou's portals useless, or teleporting himself out of the way).

Basically, Garou can't do **** for anything and eventually gets Steve Jobbed
 
Assuming Manhattan doesn’t immediately obliterate him with his Matter Manip, and Garou manages to hit him despite the formers absurd precog….he just remanifests a little further away and disassembles Garou’s atoms.

I think you’ve misunderstood. He doesn’t mean that if he dies once, it takes weeks to come back; he’s saying that when he died and became Doctor Manhattan, it took him weeks. In the context of the scene, Ozymandius has tried the same trick to kill him, and it does “work”, but now that he has already experienced it and gotten used to his powers, it only takes seconds to come back from something that severe.

Considering Garou doesn’t have the capability to target his consciousness, he can’t incap or truly kill him.
