I think so cause of the site rule that has all characters from non ut have 20 HP and UT Soul Magic negates to a certain extent.
Speed would have to be equalized and some slight distance (maybe 15-10 meters) but I think it could work.
Could either be alastor's second loss to a UT character (Lost to sans some time ago but it was removed from their profiles) or his first W.

thanks, just asking cuz of AP and kinda did not have much fate with Soul Manipulation considering I'm pretty sure Asgore ain't no Hax merchant like Sans

no but he also starts with soul attacks and mixes in physical attacks
Physically, Alastor has higher AP and would oneshot Asgore but at the same time with compitent danmaku soul fire attacks he mainly uses plus Alastor having 20 HP having no I-Frames like Frisk and he'll be cooked.
Basically, if alastor takes it silly like usual, he's fried, if not, he'll likely win
