Early Cell Arc/Cooler Movie Goku is used, starts in base (10.8 Zettatons), and is allowed to use Kaioken 20x (216 Zettatons)

Super Saiyan is restricted

Adventure Era Eggman is used, Eggmobile is 3-C (59.5 Zettatons), and is allowed everything in the Eggman Empire up to 3-C
Speed is equal

Eggman's got a good amount of incap option with traps he can set up and things built into the Eggmobile (Or can just be installed in mid battle given he has access to the entire Eggman Empire).

But even if he doesn't want to go that route, peeps like Gemerl, Metal Sonic, etc. would suffice with handling Goku

Oh yeah, this would include Neo Metal right? He's lower than 3-C and he kind of hard counters Goku's entire kit while also stealing it for himself. Hell, I'm pretty sure Gemerl also steals people's techniques and stuff too so that's a disgusting tag team.

I don't think he can use Neo Metal. Even if he could, Neo Metal isn't loyal to Eggman in the Adventure era. Only the Modern era after making improvements to him.

I don't think it matters anyways since Base Metal can also clearly copy powers as shown by him having Silver's ESP and Chaos Control. It will probably take longer to do since Neo Form is just way better at copying stuff but it's still on the table for regular Metal Sonic.

Sure, that's fair. Tho I think Metals' normal copying is diff. Neo from what I know can just scan someone's bio-data and get all their shit, but IIRC Metal copies moves individually after seeing them. I can't remember, but I know it's from one of the Rival games.

Hence why I said Neo is just outright far superior to Base Metal in terms of copying, especially since Neo Metal gets their stats alongside their powers as opposed to Base Metal.

Spin dash amp is still lower then Goku's higher amps and Metal doesnt have a 3-C Key, so wouldn't he get one shot?
I thought he had a 3-C key tbh. That said, Goku's Kaio-Ken amp def ain't higher. It has a higher stated value, but feat-wise Spin Dash def got it beat out.

Is that stuff even allowed to upscale 5x above the 4x multiplier it blitzes??
It's not a 4x multiplier. It vastly upscales a 4x multiplier. And I've talked about this sort of thing with peeps before. A vague increase can be better than a stated increase as long as there's substantial evidence. Such as feats that would implicate such. A 2x amp isn't going to be treated as better than an amp with no stated increase that lets someone blitz someone from 100 kilometers away, and throw 40 billion punches before said person could react just because it has no stated increase. It's quite clear which one is the bigger increase going by feats.
