Goku Black Anime : In episode 64 of Dragon Ball Super, after being overpowered by Vegeta in his Super Saiyan Blue form in episode 63, Goku Black, in his Super Saiyan Rosé form, becomes significantly more powerful through rage. In episode 65, Gowasu refers to him as "the most powerful Goku Black." Additionally, anime producer/director Atsushi Kido called Goku Black "the strongest fighter" (after Beerus) on November 10, 2016 — which was after the debut of Fused Zamasu.
Jiren Anime : In Dragon Ball Super (specifically during the Tournament of Power arc), Jiren is indeed portrayed as being stronger than a God of Destruction — at the very least, stronger than Belmod, the God of Destruction of Universe 11, which is confirmed by Whis in Episode 110. Whis said that Belmod is stronger than Beerus, but that's could've be a joke from him, trolling/teasing his God of Destruction.
Jiren Manga : Just like in the anime, Jiren is considered stronger than Belmod (Vermoud in the French dub), especially in terms of combat skill. During the battle royale between the 12 Gods of Destruction in chapter 29 of the manga, Belmod briefly held the upper hand against the other Gods of Destruction and managed to injure them. He even tanked a special attack from Liquiir, the God of Destruction of Universe 8, without taking any damage and refused treatment from his Angel, showing he didn’t need it. Jiren is stronger than that version of Belmod. In the Super Hero Saga, in chapter 93, Vegeta stated that he and Goku, at their current level, would be “physically on par” with Jiren, Broly, Moro, Gas, and Freeza — implying that all of these characters are roughly comparable to each other. It’s true that it’s hard to believe in Freeza’s case, since Black Freeza one-shot both Gas and Goku/Vegeta themselves, but Vegeta’s statement still clearly means that Jiren — even though we haven’t seen him in the manga since the Tournament of Power — is still, to this day, on the same level as current Goku and Vegeta.
