This is Universe 6 Piccolo vs Transformed Hirudegarn. Speed is equalized and fight takes place on Earth same as canon from the film.

Story scenario: Wrath of the Dragon happens during after the Universe 6v7 arc during Goku Black arc. Gohan and Piccolo decide to help Tapion and Minotia, while Goku, Vegeta, and Future Trunks are fighting Goku Black and Zamasu in Trunks' future

Piccolo and Hirudegarn should both scale to 40,000x into 2-C (Hirudegarn scaling to 40,000x into 2-C to WoTD/SSJ3 Toei Goku)

Super Saiyan should change Gohan's tier? Somebody who made his profile didn't put "far higher as a Super Saiyan" and Super Saiyan forms can be restricted because they grant a higher tier?

Super Saiyan wouldn't bump him up to 2-B so no it doesn't change his tier.

Now its a significantly more even fight, but I think Piccolo will just out-skill him with clones and charge up a Special Beam Cannon once the opening is made for the headshot.
