It could bite, it wouldn't do much damage but it could

I kind of doubt that, as I'm guessing most things it would bite for self-defense can easily tank a mouth made to eat kelp.

Maybe self-defense is using its legs to slap, probably also not very effective, especially in this fight with a much more aggressive animal with better senses.

I vote olm.
 
Hoverfish are passive by nature. Can it even do anything?
They're much bulkier than olms, and sheer size is one of the best weapons for animals, can ionize the surrounding waters according to their profiles, which is more than likely capable of hurting opponents and they can bite. Their bite is also capable of tearing through kelp, which is surprisingly durable for smaller animals.
 
I'll personally vote for the Hoverfish. It's much bulkier, can ionize the surrounding waters, which would most likely harm the Olm and it could probably bite as well.
