If you take every feat shown in MHA, its objectively impossible to get a rating thats 100% consistent with all of them.
Iida's transonic speed, Lady Nagant sniping from 200 km away, and All Might dodging laser beams are all valid feats, but are logically incompatible with each other
we just have to look at which feat ranges are more consistently supported, leaning toward higher feats for more generous scaling, and toward lower feats for more conservative scaling.

Basically slowing down the fight for the viewer for entertainment? I know some anime shows do this
#1 We see in the earliest big arc that they visibly can't sense strong characters like that with raw eyesight and they need to utilize external senses to track them and keep up with them until they reach their levelIts like DBZ where even people like tien or krillin can view fights happening between the top tiers yet we dont consider downgrading the top tiers cause of that
Yea even if u disagree if the punch sequence lasted microseconds it’s obviously slowed down. Shigaraki is fast enough to blitz the students and even he acknowledges All Might is too quick to keep track of#3 They do note that all might is too fast to keep up with so they acknowledge the difference in speed
Anyways, MHA is not even nearly the worst offenders of this if I may swerve temporarily to other verses. I know of novel verses with relativistic/FTL characters supposedly fighting for weeks or months on end. Understand how terrible it is that characters who can fight at speeds where seconds lasts for days, fighting for days. It probably was closer to a year of battle from their perspective. But when actually portrayed, time moves normally aside from when they're exchanging attacks.
That is part of the point. All Might can move so fast that Deku thought Bakugo dodged the USJ Nomu's attack instead of being saved by All Might. None of them saw the USJ Nomu move either, they knew it attacked based on the aftermath and that Tomura commanded it to do so. Despite All Might moving superbly fast (and thus generating so much force) Bakugo was unharmed when All Might shoved him away, too.
We can say that they were able to "see" the punch spam spot because All Might and the Nomu were largely stationary at that time (the anime extended their fight to have more movements in it). Although it doesn't exactly explain Deku being able to note that each of All Might's punches were beyond 100% aside from vibes as a fellow OFA user.
