Powerscaling on this site should just take an approach that minimizes inconsistencies in the work being scaled.
If you take every feat shown in MHA, its objectively impossible to get a rating thats 100% consistent with all of them.
Iida's transonic speed, Lady Nagant sniping from 200 km away, and All Might dodging laser beams are all valid feats, but are logically incompatible with each other
we just have to look at which feat ranges are more consistently supported, leaning toward higher feats for more generous scaling, and toward lower feats for more conservative scaling.

There are numerous threads asking questions akin to this, and the general consensus is to use whatever is more consistent.
For MHA there really isn’t a middle ground, they’re either slow asl or fast asf.
I think the current ratings, while they may seem out of pocket, are pretty in line with what the wiki strives to be.
It doesn’t really help that most of the anti feats are the author giving numbers or statements, and 99% of the time vs wiki takes feats overstatements, there’s numerous threads discussing that.
Author intent doesn’t really get taken srs because doing so would make the whole community useless.

It's basically my biggest problem with the site as a whole that we reduce characters down to just one or two ratings, often their best or highest one. When the ideal method is what a respect thread does and just list every notable feat.

Few years back it was started by a user who wanted to upgrade MHA to FTL of all things (MHA was MHS+ at most back then).

I was planning to do exactly this on a different wiki (ofc it never came into fruition, I can't even do shit here, much more elsewhere).
I'll also incorporate the "range" or spectrum of the feats because characters don't really move at the exact same number or punch with the exact same force at all times. We do that in this wiki for simplicity's sake (there's nothing wrong with that exactly, that's just how powerscaling goes in general).

Ik yall were just talking about the fact that allmights barrage against the nomu but have yall considered the fact that the fight just might be slowed down so it looks like it took a couple seconds for us but for anyone else it occurred instantly?

It's the most sensible explanation, but most shows don't do that. Even Number 6 vs Koichi was shown to be fighting too damned long in real time, despite Number 6 being one of the characters who demonstratively can monologue and do actions within a fraction of second.
All Might vs USJ Nomu didn't occur instantly because there were spectators watching it who were fodders compared to their speed level at that time.
Spectators/audiences are typically the biggest speed anti-feat givers, so I generally give some leeway in fight scenes with onlookers or in front of crowds.

Would you upscale USJ Tomura, Kurogiri, Deku, and possibly Bakugo, Kirishima, and Shoto as well to Weakened All Might level perception speed?
We just don't upgrade nor downgrade anyone based on spectators. It's just being pointed out that the existence of the spectators is among the factors that dictates how long a fight is portrayed to last.

#1 We see in the earliest big arc that they visibly can't sense strong characters like that with raw eyesight and they need to utilize external senses to track them and keep up with them until they reach their level
#2 That's a cop out to say that that fat ass fight happened in like 2 microseconds. Perception or not, that's just blatantly not the case

Yea even if u disagree if the punch sequence lasted microseconds it’s obviously slowed down. Shigaraki is fast enough to blitz the students and even he acknowledges All Might is too quick to keep track of

That is part of the point. All Might can move so fast that Deku thought Bakugo dodged the USJ Nomu's attack instead of being saved by All Might. None of them saw the USJ Nomu move either, they knew it attacked based on the aftermath and that Tomura commanded it to do so. Despite All Might moving superbly fast (and thus generating so much force) Bakugo was unharmed when All Might shoved him away, too.
We can say that they were able to "see" the punch spam spot because All Might and the Nomu were largely stationary at that time (the anime extended their fight to have more movements in it). Although it doesn't exactly explain Deku being able to note that each of All Might's punches were beyond 100% aside from vibes as a fellow OFA user.
Anyways, MHA is not even nearly the worst offenders of this if I may swerve temporarily to other verses. I know of novel verses with relativistic/FTL characters supposedly fighting for weeks or months on end. Understand how terrible it is that characters who can fight at speeds where seconds lasts for days, fighting for days. It probably was closer to a year of battle from their perspective. But when actually portrayed, time moves normally aside from when they're exchanging attacks.
