Why exactly do you think Choso is pulling his punches?

I assume you mean Kenjaku, and it's because of the very statement and scans you provide. Kenjaku points out that he's only using low grade cursed spirits when as soon as Yuki shows up he pops out a Special Grade Curse Spirit. The entire point to his monologue is that he thinks Choso is so beneath him that even the usage of cursed spirits might not be needed.

To me, that says he's holding back throughout their exchange

I disagree though.
He understands Choso’s role in the fight, that’s to reveal how arsenal to the stronger fighter Yuki. That’s why he opts to use weak cursed spirits because he’d prefer not revealing what he has in his bag.
He thinks Choso is so much of a non threat that he may not even have to use cursed spirits to kill him, beating him to death may be more efficient.
His goal is to kill Choso without using different techniques and higher level cursed spirits, i interpret that as he’s genuinely trying to kill Choso with his blows.
