Why isn't Pretty cure listed with the toei cosmology for it's scaling?

They canonically show up in the Super Sentai Movie Party, go-ongers, Winter Break Fun Special CD, and New Years Fun Special CD, and probably more that I'm missing. Idk why people leave them out when they are clearly apart of the cosmology and would probably increase the scaling
 
Looking on the wiki, they're just promo material and nothing else
That doesn't explain their canonical appearance in go-ongers or Ryusoulger VS lupat , that would still make them canon, them having non canon marketing material and canon crossovers should easily explain why they are apart of the same cosmology since super sentai is pretty blatant about this still

They never appeared in that movie, it was was only marketing & non canon dance scene

The movie doesn't mean they weren't canonically there and they literally use the song they made in the offical movie as well which shows at least to some extent those events did happen. Also cure dream definitely showed up in go-onger For exampleAlso this this would make it a canon crossover 😭

Look at the episode note.
This episode initially aired as part of the Nichi Asa Kids Time (ニチアサキッズタイム Nichi Asa Kizzu Taimu, "Sunday Morning Kids Time"), and had a special intro alongside Kamen Rider Kiva, Cure Dream, and Toppa Bashin. Each performing a roll call from each member of the team.
 
I'd say that wouldn't nessacarily disprove them being canon especially when Come Back! Shuriken Sentai Ninninger: Ninnin Girls vs. Boys FINAL WARS, Super Sentai Movie Party, Hero Live Specials, New Years Fun Special CD, and Winter Break Fun Special CD a exist yet Akibaranger are considered canon despite having literally a singular connection

They were mentioned in Saber + Zenkaiger: Superhero Senki which following the logic so far wouldn't be canon therefore wouldn't be an official part of the cosmology unless we granted that non canon material makes them just somewhere in the multiverse but then precure would also be acceptable by this logic. Pretty Cure has a more legitimate claim to existing somewhere in the verse than Akibaranger

In fact to add more to this we have at least two crossovers with ambiguous canon status, a confirmed canon mention and a reference in around episode 12 of the imagin animated shorts , but akibarangers being mentioned in something that is known as non canon gets a pass, I don't think that makes any sense

Links and scans need to be provided for those things you mentioned. You also would need to prove that they are two-sided crossovers, not just one-off specials that are made just because. Take Metal Heroes, for example, they were a part of Super Hero Taisen Z and then later formed Space Squad along with other Sentai teams. The name of the cosmology is literally called Toei Tokusatsu which I'm pretty sure Pretty Cure doesn't belong to 'cause they are their own thing.

Using Akibarangers as examples isn't a good point. Super Hero Senki is a film that represents the culmination of Super Sentai and Kamen Rider in general. Akibarangers being there just shows that, despite not being canon to the Sentai main universe, they are still recognized as a thing in the grander cosmology.
