Finally time to finish this, sorry if this isn't to fleshed out. I barely found the time to do this.
IMPORTANT NOTE!: This thread has nothing to do with any alterations to the cosmology or feats, the feats are still the same accepted ones, this thread is strictly focusing on who should and shouldn't be scaling to what based on how we now treat the new UES.
Reason for Scaling Overhaul
I started this overhaul when I made the thread that gave the characters a Varies rating because of the new universal energy system that was established. However, I only did a minor follow up thread discussing the lower end scaling and didn't actually go in depth in how we should actually go about it or address the higher end scaling. So almost everyone still is being scaled to the highest tier in the verse which should no longer be the case.
The problem with this is simple. Emotions are not some exact multiplier, some characters in general just haven't displayed the ability to grow as far as others with their emotions or those they absorb. A quick look at the pages (Youngblood, Hotep RA, Desiree etc) and you will see that most characters that have the "up to Low 1-C, possibly 1-C" are only mentioned to be stronger or comparable to Danny, but being his superior or equal doesn't mean they can experience the same power amp through emotions that they themselves haven't shown. Most have only fought a normal Danny, and some of the ones that fought an emotionally amped Danny have lost handedly with one exception. This isn't saying they can't get stronger though emotions, there is just no reason to say they all can reach that same level just because they also grow in power with emotions.
To put it in an in verse perspective Danny Phantom when driven after a pep talk and determination became powerful enough to trade blows with Fright Knight, who previously was unfazed by Danny's attacks before the amp. However, someone like Sydney Poindexter and the Box Ghost also got the higher end scaling despite never fighting an emotionally amped Danny, only his usual self and they've never been put in the emotional situations he has. The current scaling is a remnant of the old scaling before the Varies rating was implemented. I simply never had the time to update it properly do to health issues, Internet problems and so on.
The human characters are no exception either, they are 9-B do to multiple Tier 9 feats which is fine but their higher end scaling is also at the strongest level. However, their emotional amps aren't always against emotionally amped ghosts let alone the ghosts that actually should be scaling to the strongest. Narratively this has issues because their weapons are designed to harm ghosts, but if we say they are using Tier 1 weapons, they realistically should be insta killing the weakest ghosts but that's not true.
You get the gist. Only those who actually fight emotionally amped characters or those who scale to a specific feat normally should scale to said thing. Basically, Danny is 8-A, if someone fights him properly, they get 8-A, however unless they show that they can face him when he's displaying a "significant" emotional boost, they won't scale to his higher rating and vice versa. I think that's the best way to handle it instead of having the entire cast scale to an extremely high tier based on something as loose as emotions. Below I have revised the entire scaling to focus around the in verse narrative of emotional energy empowerment. And yes, mostly everyone will lose their Tier 1 ratings and many will lose even their Tier 6 rating (For those of you who just want to know how this is going to impact the verse downgrade wise).

Final Words
I will be removing season keys for most of Danny Phantom characters because they don't have any reason to be there. Danny will keep his keys because they gain more throughout the series and have more impact on scaling but almost everyone else doesn't change. The only characters that should really have keys are those with actual form changes like Technus, Skulker (He upgrades his suit) and so on, but most human characters don't need season keys, the thing that changes is they get a few new pieces of tech but nothing that warrants additional keys (They have a key for their graphic novel selves though).

Below in the spoiler tag are the 10 characters and reasoning for why they will scale and be rated as "Varies, 2-C, up to Low 1-C, possibly 1-C via Emotional Empowerment".
1. Clockwork (Danny Phantom)
The first feat is on the left panel breaking down and compressing multiple timestreams to help stabilize reality. The exact amount he broke down and compressed was unknown as it was mentioned Dan's corruption reached further so we just used the amount of doors on said panel. For the second feat, in the same scan on the right panel, we see seven corrupted timestreams (doors) remaining and Clockwork compresses them into two stable timelines by just raising his arm. These are already accepted as the low end power of the strongest ghosts (2-C) because Clockwork was stated to be weakened from the fusion and fractured timeline. For his full power, as I mentioned in the previous thread, Clockwork was one of the original humans, who's emotions split reality and created the Ghost Zone, and since he's a manifestation of those emotions it makes sense why he's so strong. His unstable fusion with Dark Danny would destroy the entire cosmology from just his presence alone, all of this is accepted already so his rating will remain the same (Varies, 2-C, up to Low 1-C, possibly 1-C)
2. Dan Phantom
He beat Clockwork and stated no one could stop him. He also broke Clockwork's staff which is a literal part of the whole timeline, and is a part of Clockwork himself as he uses his medallions to create it, and in the latest graphic novel, Danny confirms that the medallions are a part of Clockwork himself with Valerie stating they possess an extra-dimensional stability. He's stated to be a threat to the timeline and his unstable fusion with Clockwork was going to blow up the entire cosmology So it's clear his rating will remain the same. (Varies, 2-C, up to Low 1-C, possibly 1-C via Emotional Empowerment)
3. Pariah Dark
As I mentioned in the previous thread, Pariah Dark was one of the original humans, who's emotions split reality and created the Ghost Zone, and since he's a manifestation of those emotions it makes sense why he's so strong. This strength is backed up in verse when it's stated by Skulker that Pariah Dark was a ghost of such power and magnitude, only he could control the energies contained within the Crown of Fire and Ring of Rage. Now while this statement wouldn't include Dark Danny since he's a future character, it definitely still applies to Clockwork as he's been around since the beginning and thus Pariah Dark scales above him. (Varies, 2-C, up to Low 1-C, possibly 1-C via Emotional)
4. Fright Knight / Future Fright Knight
Same as above, as I mentioned in the previous thread, Fright Knight was one of the original humans, who's emotions split reality and created the Ghost Zone, and since he's a manifestation of those emotions it makes sense why he's so strong. His future self which is just 10 years in the future could harm Future Valerie, who can survive attacks from Dark Danny. While he's weaker than both Pariah Dark and Dark Danny, he's not by some massive metric and he's only been challenged by people who experience significant emotional amps and they still couldn't do anything meaningful damage, thus his general rating will be (Varies, 2-C, up to Low 1-C, possibly 1-C via Emotional Empowerment)
5. The Seven (Danny Phantom)
Same as above, as I mentioned in the previous thread, The Seven were some of the original humans, who's emotions split reality and created the Ghost Zone, and since they're manifestations of those emotions it makes sense why they're so strong. In the same flashback where Skulker talks about Pariah Dark, he also called the Seven a group of powerful ancient ghosts and six defeated a full power Pariah Dark in a last ditch effort. So overall they should scale for contending with a full power Pariah Dark, they should also be around his normal level when not emotionally amped as well given they don't have any anti-feats. (Varies, 2-C, up to Low 1-C, possibly 1-C via Emotional Empowerment)
6. Danny Phantom (Graphic Novels)
In the graphic novel, A Glitch in Time Danny gains a new drive which gives him a massive boost in his overall power. This allowed him to fight Dark Danny (Clockwork Overshadowed) as accepted on his page. This wasn't a typical emotional amp and is seemingly permanent as he has a new personality and when talking about how they would fight Dark Danny, Tucker suggested Danny get really angry but Sam says they need to take it a step further like a new drive, further indicating this is more than a ghost's standard emotional amp as it's now Danny's reason to keep going. So this would scale the current Danny Phantom to the strongest characters. (Varies, 2-C, up to Low 1-C, possibly 1-C via Emotional Empowerment)
7. Vlad Plasmus (Graphic Novels)
In the graphic novel, A Glitch in Time Vlad gains a new drive which gives him a massive boost in his overall power. Just seeing and understanding Danny's new drive allowed Vald to harm and survive attacks from Dark Danny (Clockwork Overshadowed), then after gaining his new drive during a beam struggle, he outright overpowered Dark Danny and thus would scale to the strongest characters. Like Danny, this should be considered a permanent power boost until proven otherwise as even Clockwork trusted Dark Danny to Vlad which would be a stupid idea as while Dark Danny is weaker inside the new clone body, he'd easily be able to leave it and cause untold destruction before losing his body. So that's further proof the new drives are not temporary like standard emotional amps (Varies, 2-C, up to Low 1-C, possibly 1-C via Emotional Empowerment)
8. Valerie Gray (Graphic Novels) / Future Valerie
Finally, the last character and the only current human that will scale to the strongest ghosts is Valerie. In A Glitch in Time, she could push through Dark Danny's Ghostly Wail and in Fair Game, current Danny Phantom outright states that Valerie without being amped by ghost power is his equal, this was accepted on this past thread. I'd also like to mention that Valerie's suit and equipment is not normal. In season two she got blasted by Technus who empowered her with a new suit but it's shown later that Valerie got the literal ability to summon the suit around herself and in Fair Game she actuality constructs it from her body so the suit isn't limited in its capacity anymore, it's a product from herself and thus can grow in strength when she does. As for her future self, while she doesn't have the new suit, she has feats of surviving attacks from Dark Danny and her tech has grown, allowing her to be threat to them and if her past self can achieve this level of power I see no reason why her future self who's gone through more emotional trauma can't. So both Graphic Novel Valerie and Future Valerie will scale to the strongest ghosts (2-C, up to Low 1-C possibly 1-C via Emotional Empowerment)
That's it, those are the 8 (10 if you count Future Fright Knight/Future Valerie as separate individuals from their current selves) who will scale fully, as they either have feats or definitive scaling to that level that's not from a known or stated temporary buff.

Obviously Danny was going to keep this rating. In season 1 he got a noticeable emotional amp in his battle with the Fright Knight (Who as mentioned in the above section scales to the full cosmology). At first Danny literally couldn't make him flinch, got his attacks easily deflected and got dominanted. However after his pep talk from Sam, he stops blaming himself and starts trading blows with Fright Knight and at the end even overpowering him (we could literally see the power emitting from him as well) Since Fright Knight wasn't emotionally amped but trying by the end, season 1 Danny's high end will scale to Fright Knight's low end. (Varies, [Insert Lower Tier], up to 2-C via Emotional Empowerment)
In season 2, he uses a 100x multiplier along with his motivation to save his Town and actually can fight a full power Pariah Dark, with Pariah even acknowledging the power Danny had was a burden on him. Finally, in his battle against Dark Danny, Danny gained the Ghostly Wail through experiencing strong emotional situations and it was powerful enough to harm Dark Danny significantly. It is clear that a significantly emotional amped Danny can reach the power of the strongest ghosts, because even if you say he had a multiplier buff against Pariah Dark (Crown and Ring), 100x weaker than Low 1-C/1-C, is still Low 1-C/1-C and a full powered Pariah Dark is already upscaling from baseline anyway. (Varies, [Insert Lower Tier], up to Low 1-C, possibly 1-C via Emotional Empowerment)
2. Vlad Plasmius (Season 1 - 3/High End)
He's pretty much Danny's overall superior throughout the entire series and this continues on in the graphic novels. Now while I specifically mentioned being stronger than someone doesn't mean they can achieve the same emotional strength amp, both Vlad and Danny make up the future Dark Danny, with Vlad from the future specifically stating his evil overwhelmed Danny's ghost half, outright transforming him (Full Vid). This means Vlad's emotional energy had a heavy impact on Danny and thus his potential power should be on the same level as Danny's, plus Vlad himself has displayed later before his emotional drive amp that just seeing how Danny got a new drive he could challenge Dark Danny (Clockwork Overshadowed), intercepting his strike against Danny and taking a beating from him before gaining his new drive so he's capable of experiencing significant emotional amps like Danny. (Varies, [Insert Lower Tier], up to Low 1-C, possibly 1-C via Emotional Empowerment)
3. Ember McLain
Ember is (to my recollection) the only ghost to challenge Danny Phantom who at the time had a significant emotional amp with her own. In the episode Fanning the Flame, Ember absorbs the emotional energy from humans around the world who chanted her name, meanwhile Danny was enraged because Ember manipulated his mind to love Sam to a fanatical degree and watched Sam kiss another guy. Danny while enraged blind sided her and dealt serious damage, then an enraged Ember starts clashing evenly with him. This Danny would be just as emotionally amped when he fought Fright Knight because not only is Ember planning world domination just like Fright Knight, she mentally messed with him and made him experience heavy emotions. So Ember experienced/absorbed the same level of emotions as Danny, thus she should scale to a season 1 Danny's high end. (Varies, [Insert Lower Tier], up to 2-C via Emotional Empowerment)
4. Valerie Gray (Season 1 - 3)
Just like before, Valerie will be the only current human to have this rating for her previous keys. She's an interesting case, her weapons were designed to combat and monitor Danny Phantom specifically by Vlad but she also has stuff that could even knock down Fright Knight with her weapon fire and when applying energy to her hands. So her weaponry varies depending on what she uses. It should be noted that the suit doesn't provide Valerie a durability increase as shown when Danny learned she wasn't in the suit and didn't hold anything back he easily destroyed it, meaning even he knows it wouldn't protect her. Against Fright Knight, she takes a direct back hand and immediately after recovering she passes out and the suit comes off, she's covered in bruises. This means the attacks are hitting her physically and like I mentioned before she's capable of experiencing significant emotional amps as shown in the graphic novels and her future self just not permanent. Unlike at those points though she clearly averages around the low tier ghosts and can reach higher levels. Thus, she'll be scaling to a non amped Fright Knight. (Varies, [Insert Lower Tier], up to 2-C via Emotional Empowerment and Equipment)
5. Weapons/Gadgets.
In the latest graphic novel, Valerie gave some of her weapons to her friends and they were going to shot Danny Phantom but Tucker and Sam save him with Fenton Works wristbands that created shields strong enough to block the beams. This means anyone who has access to this gadget from Fenton Works (Graphic Novels) (Maddie, Jack, Jazz, Sam, and Tucker) will scale in terms of durability to current normal Danny Phantom (up to 2-C with Forcefields)
Note: If I ever get around to making profiles for the other classmates they will get "up to 2-C with Weaponry". With that said, anyone not listed in the section will lose their Tier 2/Tier 1 ratings.
Obviously Danny was going to keep this rating. In season 1 he got a noticeable emotional amp in his battle with the Fright Knight (Who as mentioned in the above section scales to the full cosmology). At first Danny literally couldn't make him flinch, got his attacks easily deflected and got dominanted. However after his pep talk from Sam, he stops blaming himself and starts trading blows with Fright Knight and at the end even overpowering him (we could literally see the power emitting from him as well) Since Fright Knight wasn't emotionally amped but trying by the end, season 1 Danny's high end will scale to Fright Knight's low end. In season 2, he uses a 100x multiplier along with his motivation to save his Town and actually can fight a full power Pariah Dark, with Pariah even acknowledging the power Danny had was a burden on him. Finally, in his battle against Dark Danny, Danny gained the Ghostly Wail through experiencing strong emotional situations and it was powerful enough to harm Dark Danny significantly. It is clear that a significantly emotional amped Danny can reach the power of the strongest ghosts, because even if you say he had a multiplier buff against Pariah Dark (Crown and Ring), 100x weaker than Low 1-C/1-C, is still Low 1-C/1-C and a full powered Pariah Dark is already upscaling from baseline anyway. 2. Vlad Plasmius (Season 1 - 3/High End)
He's pretty much Danny's overall superior throughout the entire series and this continues on in the graphic novels. Now while I specifically mentioned being stronger than someone doesn't mean they can achieve the same emotional strength amp, both Vlad and Danny make up the future Dark Danny, with Vlad from the future specifically stating his evil overwhelmed Danny's ghost half, outright transforming him (Full Vid). This means Vlad's emotional energy had a heavy impact on Danny and thus his potential power should be on the same level as Danny's, plus Vlad himself has displayed later before his emotional drive amp that just seeing how Danny got a new drive he could challenge Dark Danny (Clockwork Overshadowed), intercepting his strike against Danny and taking a beating from him before gaining his new drive so he's capable of experiencing significant emotional amps like Danny. (Varies, [Insert Lower Tier], up to Low 1-C, possibly 1-C via Emotional Empowerment)
3. Ember McLain
Ember is (to my recollection) the only ghost to challenge Danny Phantom who at the time had a significant emotional amp with her own. In the episode Fanning the Flame, Ember absorbs the emotional energy from humans around the world who chanted her name, meanwhile Danny was enraged because Ember manipulated his mind to love Sam to a fanatical degree and watched Sam kiss another guy. Danny while enraged blind sided her and dealt serious damage, then an enraged Ember starts clashing evenly with him. This Danny would be just as emotionally amped when he fought Fright Knight because not only is Ember planning world domination just like Fright Knight, she mentally messed with him and made him experience heavy emotions. So Ember experienced/absorbed the same level of emotions as Danny, thus she should scale to a season 1 Danny's high end. (Varies, [Insert Lower Tier], up to 2-C via Emotional Empowerment)
4. Valerie Gray (Season 1 - 3)
Just like before, Valerie will be the only current human to have this rating for her previous keys. She's an interesting case, her weapons were designed to combat and monitor Danny Phantom specifically by Vlad but she also has stuff that could even knock down Fright Knight with her weapon fire and when applying energy to her hands. So her weaponry varies depending on what she uses. It should be noted that the suit doesn't provide Valerie a durability increase as shown when Danny learned she wasn't in the suit and didn't hold anything back he easily destroyed it, meaning even he knows it wouldn't protect her. Against Fright Knight, she takes a direct back hand and immediately after recovering she passes out and the suit comes off, she's covered in bruises. This means the attacks are hitting her physically and like I mentioned before she's capable of experiencing significant emotional amps as shown in the graphic novels and her future self just not permanent. Unlike at those points though she clearly averages around the low tier ghosts and can reach higher levels. Thus, she'll be scaling to a non amped Fright Knight. His entire thing is creating powerful storms, including planetary storms as mentioned on his profile. He effortlessly blocked a blast from a normal Danny Phantom and stomped him. While Vlad could damage him slightly, it was only with a minor rage boost as evident by his pissed expression and glowing red eyes, it went away quickly and Vortex one shot him. Danny surviving his attacks doesn't mean anything because Vortex didn't take him seriously, he didn't even bother killing him. (Varies, Low 6-B, higher via Emotional Empowerment)
Note: While Vortex is naturally superior to a normal Danny Phantom, this does not mean he scales above an emotionally amped Danny with his own, because despite being pissed at Danny for messing with his weather, Danny experiencing significant emotional amps from seeing Images generated from Tucker's mood helmet allowed him to dominate Vortex with his own powers. It was accepted before that the standard duplication power in Danny Phantom divides the users power evenly. In the first episode, Vlad is shown duplicating himself into four, and was shown seriously harming Danny Phantom and knocking him unconscious (Full Fight Here but if you just want to see the duplication part skip to 1:55 to 2:26), making him 4x stronger (Small Town level/2.13480 Kilotons) than normal Danny Phantom, who did this feat (Multi-City Block level/533.70 Tons of TNT). This is consistent since Vlad right before that could effortlessly knock him away and even when Danny got serious he easily grabbed him by the neck. In later episodes he beats Danny easily and brags how he can do it with one hand, and in another episode Danny needed to nerf Vlad with the Specter Deflector and our right admits it was now a "fair fight" and Vlad could still fight him. This trend continues on in the later seasons, Vlad overpowering him in a beam struggle with one hand, another time a single duplicate could knock him unconscious with a single attack. It's clear Vlad is Danny's superior without any enhancements by a large degree, even his human form has survived being punched by an angry Danny Phantom that sent him up into a billboard and he was unharmed, later in the series, Danny Phantom slammed him through a metal pipes and he was fine. They will lose their Tier 6 and Tier 1 ratings because they've shown no scaling to amped Danny and base Danny no longer will scale to Tier 6 in any key.

Below in the spoiler tag are the humans and reasoning for why they will be rated as "Varies, [Insert Lower Tier], up to 8-A via Emotional Empowerment" (Danny's human form is an exception since they have ghost halves that can reach up to Low 1-C possibly 1-C rating and through emotions. I'll still include him as well as Valerie since their base will be 9-B but they won't be limited to just an 8-A rating like everyone else)
All human characters (Low End) are currently rated as 9-B for various Tier 9 feats that include destroying walls and demolishing an entire mansion in seconds, as well as casually kicking metal doors of their hinges and so on (They are baseline because we don't have calcs). However their current high end scaling is to that of ghosts who were either not emotionally amped or who don't scale to emotional amped Danny so their high end will scale to the 8-A average since when they are shown to contend with those ghosts during emotional situations. They will all lose their Tier 1 ratings like everyone else not listed in that section.

She also could survive multiple attacks from Spectra when trying to save the town again, showing she's on the level of the average ghosts in extreme situations. Uses a battle helmet that is designed to help physically combat ghosts as a work out. High 7-A

The Ghost Ray (a light speed) is a common move that Vlad called a year one technique and we've seen other ghosts use it so they'll all get Speed of Light attack speed for it, and they'll all get higher via Emotional Empowerment as well since it's the UES. Note: Since emotional amp feats between characters can't scale unless proven. Possessed Dash's hypersonic football throw, Satellite Technus eye beams can't be scale, Archer Ghost's Ghost Ray dodge, and so on can't scale as averages anymore, they'll only scale to them and those actually comparable in emotional state.

All 2-C will scale to about 10 times (Class 100 65770.894 kg) the 8-A characters value (Normal Danny being able to lift a school bus with ease which was accepted around Class 10 6577.0894 kg), Danny was wearing the Ecto-Skeleton when he fought Pariah Dark, which multiplies the wearers natural abilities 100 fold and at around 10% (10 times) he was around even with base Pariah Dark in strength. Their Low 1-C selves will scale to the full 100 times (Class K 657708.94 kg).

Final Words
I will be removing season keys for most of Danny Phantom characters because they don't have any reason to be there. Danny will keep his keys because they gain more throughout the series and have more impact on scaling but almost everyone else doesn't change. The only characters that should really have keys are those with actual form changes like Technus, Skulker (He upgrades his suit) and so on, but most human characters don't need season keys, the thing that changes is they get a few new pieces of tech but nothing that warrants additional keys (They have a key for their graphic novel selves though).
