it's not but he's 2 times faster than Bakugo with CLUSTER. He's over 5 times faster than Todoroki even without Diable Jambe OR his Raid Suit, both of which amps him up even more. Bakugo with his own speed amp is already significantly slower than Sanji and Todoroki just has no options
Sanji's durability in base is a bit lower than Bakugo and Todoroki (although a less than 10% difference is barely noticeable), except Sanji also has armament haki which massively multiplies his durability meaning he could probably unironically stonewall everything they throw at him
