So assuming this is High 6-A Luigi

So what we got is

Deku winning via blitz is not allowed because Luigi is faster under sped equal and cannot be added

Blackwhip and any sort of LS meta is useless because he’s Class Y

Luigi literally survives all physical attacks due to Toon Force, ignoring the fact that Deku with fa Jin is still weaker than Luigi

If somehow in the odd scenario that Luigi dies, he can literally resurrect with 1 ups

If in the somehow 1 in a trillion chance Luigi loses all 99 lives, he becomes a ghost with 2 layers of intangibility and can still fight

This is all ignoring how the guy has EE, random other haxes, or factoring in power ups
