What's stopping WoU from just having it so that Takaba just ends up murking himself through a comedy gag? Or his power just turns off? Also tooru/wou in character just run away soon as the fight starts iirc, also can Takaba even like see WoU? Cause afaik WoU has like more layers on that sort of stuff

“Wincon for Tooru: killing Takaba or making him stop pursuit” and “wincon for Takaba, incapping or surrender from Tooru” something like that to make it more clear? What do you think?

Yeah, I think this is a pretty cut and dry win for Toru, especially with Toru being a kilometer away (although that isn't a requirement for Toru to win).
While there are a few things I could point out, the first thing I'm noticing is the fact that Takaba's power is thought based. Granted, based on the fact he doesn't have control over his power, it is more apt to say that it is based on the external perception of his cursed technique (basically it is ingrained within it that he doesn't find death funny and thus won't die). Nowhere am I seeing that it is passive, which is pretty bad news.
Calamities have blitzed multiple characters in JoJolion without them noticing, even within only a few inches of the Wonder of U. This is notable since most (as of now) have Rel+ reactions, meaning that if they are getting blitzed, Takaba is definitely getting blitzed. He caps out at HH+ with no indication that his CT is any faster than that. So yeah, the second Takaba goes in for an attack, he gets taken out by a calamity without his CT taking effect.

The title is Takaba vs Toru because Toru is the actual character. That's like if I made a matchup with Carne and you tried to argue someone beats him by disregarding B.I.G.

That's still not gonna stop WoU afaik, even if your going after Tooru to 'help' him his stand still automatically counts it as pursuing him iirc a couple of nurses tried to go after WoU and they got hurt for it.
