Stops time and monologues at his enemy, then breaks his leg. Trades blows with him and then finally shatters him.

Added note, that sleazy blond guy is a 100 year old vampire who is at that moment responsible for the deaths of four consecutive generations of men in Jotaro's family. Jonathan and his father are both killed in Part 1, Jonathan's son George is killed by Dio's agents in the novel, and George's son Joseph, Jotaro's grandfather, just got killed by Dio right in front of Jotaro.

Added note, Joseph's daughter, Jotaro's mother Holly, is dying of an illness caused by Dio's mere existence. Jotaro stands as the only thing between his family and eradication in this moment, against an enemy who has so far been very successful at that eradication.

Added note that Dio also killed Jonathan's dog and indecently harassed and abused Jonathan's future wife, Jotaro's great great grandmother.

In short, this butt kicking is a very long time coming and one of the most well deserved in anime.

As funny as it would be to compare things like Homelander's weird drinking of milk to the entire existence of characters like Tighten and Nante, and see who comes across as more pathetic, I don't think it'd be allowed.
