I was imagining Concept Type 1 for Dûl Incaru, where she possesses so much ontological authority that she could alter reality at the whim of an entire dimension.

Well, ontological itself related to state of being/existence, not conceptual, So it doesn't mean conceptual control. The thing you described is very much reality warping hax at possibly high-level.
