Not stated explicitly but I think they should be at least comparable. I mean, the Sovereigns were also had the authority over the world too, not just the moon sisters. Then you got Xiuhcoatl literally doing his research on the moon whenever he likes without like having a permission from the Moon Sisters.

People really underestimate the Seven Sovereigns powers, when you have both Primal Flame and Primordial Sea water can give birth to a whole “new” universe consisted only of their respective element.

Strawman. I never claimed Three Moon Sisters are "close" to the Heavenly Principles. My point was that they are at least comparable to the Seven Sovereigns, not to the Heavenly Principles.
Nicole explicitly states that the Three Moon Sisters are nowhere near the Heavenly Principles. That doesn't conflict with my argument because the Seven Sovereigns are also nowhere near the Heavenly Principles and the Four Shades. Losing to the Heavenly Principles doesn't establish how they compare to the Sovereigns.
