    There isn’t a solid rule for this. However, to be certain whether a CRT has passed, for a minor CRT, you should get at least a 2 vote margin, and for a major CRT, a minimum difference of 3 votes should be sufficient. Then again, it all depends on crt too. Maybe you should ask some Admin's regarding this. Above was my personal preference.
