    Base Toneri Revision

    On Toneri's page his base stat is written as ""City level (Made a huge explosion with a casual attack that made a nuke in the moon)."" Here I did a calculation for that attack which resuted in Small Country level. I understand the reasoning why this may not directly scale to Toneri's base stat...
