A battle between quicksters WITHOUT speed being equalized?

I'm not trolling. Ninjask has massive amounts of speed amp, being able to reach 64 times faster than they normally are through a combination of Aglity and Speed Boost, they can increase his agility and evsion chance with Double Team, he can boost his offensive potential directly and indirectly with Swords Dance, Fury Cutter, Infiltrator, and Screech, increase his defence with Harden, heal himself with Absorb, and predict his movements with Mind Reader. Although most of these abilities are mostly stat amp, they still give Ninjask a massive edge on Barry. All Barry has is intangibility. Also, since Ninjask is far faster than Poliwrath, who is about 25% the speed of light, this makes Ninjask far faster than Barry (who is only 14.44 times the speed of light), even before his 64 times speed amp.

'64 times faster' relies on game mechanics which assume one agility is a 2x boost. Speed boost takes a short while to give just one boost (anime + mystery dungeon both have it as longer than 'one attack'). + Barry his his own stat amp.
Absorb and Fury Cutter start super weak, and he'd have to deal with Barry's regen, afterimages + possibly intangibility if Barry phases through solid objects regularly.
Also Barry has air + electricity manipulation, both of which Ninjask are weak to and time travel, which at worst resets all of Ninjask's amps.
Don't mean to argue one way or the other, but you're kinda downplaying Flash here
