A Fish Fights The Combine

Undyne tbh. She's as strong as Chara(and more durable), who was an anomaly in the timespace continuum, consuming timelines and causing them to stop and start before Genocide even ended. Also she's almost certainly faster and better at combat.

Combine could simply do 1 or both of the following
A) capture a monster and create synths out of them to fight Undyn
and/or
B) The dark energy core that was in the citidel was city level at least, so they could blow the area to smithereens.
you said speed was equalised so at most Undyn is as fast as a Combine Gunship, so she cannot outrun the explosion. Also as far an undertale lore goes monsters lost to pre-industrailised humans and have low determination, even Undyn would be undone against the Combine, whos troops, save for civil protection, are incapable or backing down or showin fear.
Physically she can probably beat the average combine 1v1 but she is not as Hax as Chara but she cannot defeat an Empire controlling countless number of universes. Again the monsters lost to pre-industrialised humans while the Combine handily defeated the modern world in 7 hours.
