A question about summoning and Pocket realities...

So, I have a question about what could be considered "summoning" and battle applicable on VBW.

There is a character who has control over a pocket reality which contains a small country inside of it. They have repeatedly transported characters/armies from this pocket reality to help them in battle.

Would it be valid to say that this character could summon via this in a Vs battle? Even though they can and often have fought by themselves?
 
I'm re-reading it right now...I had no idea they were this OP this early on...I calculated the destruction of Asora to be 34.5 teratons, and creation >> destruction so it would be superior to that. Using my method (Which splits up Tomoe and Makoto's AP ratio by the 80/20 pact) Makoto = 28 teratons and Mio and Tomoe = 6.5 teratons.

Anyway, Makoto being able to summon Mio and Tomoe (Along with his other subordinates) on VBW is basically what I'm asking.

Because logically, he can, and he has done so before.

If the character can summon them at any time, and the characters summoned are willing to fight on the characters behalf, it's fine.

Requirement is that they usually are available, meaning characters that often are outside the pocket dimension probably shouldn't count.

I did something similar with Vandalieu's equipment. He also carries all the strongest fighters of his country along at times, so I gave him the ones that always seem to be inside him as equipment.
