A quick question about Speed and Powerscalling

Let's say that character A has a feat in Reaction Speed, for example, Mach 100 and his Combat Speed is Mach 10.

And character B managed to attack him before he could react, would he be scaled as equal to Reaction Speed of character A? Or would it be scaled to equal the Combat Speed of character A?

That would be scaled to A's reactions imo, unless A reacted to the attack but was incapable of actually moving his body to dodge it.

Archer has the reactions but not the bodily speed required for combat speed

In case, it would be in case the character can not activate a technique to escape, without receiving the damage.

For example, he received the attack, even attempting to use a teleportation to dodge, or something derived.
