I vote to Vilgax. While Ultron could transfer his consciousness to the internet and his drones, Vilgax is neither the internet nor Ultron's drones. The main reason why Vilgax wins is because his higher Lifting Strength (Class 100 vs Class K) and his ability of "increasing his physical strength and rage". Also, his sword could prevent him from being directly harmed by Ultron's heat. But Vilgax's victory is not without difficulty.

That's only for OS Vilgax.
I mean he survives Heatblast's and Alan's serious attacks which should scale his resistance to supernova-temperatures. Edit: he doesn't have a resistance yet on his page kek.

Then according to the information provided by you, Vilgax still wins since Vilgax can start a H2H combat much more safer. But when it comes to lost of abilities, it is good to start a CRT.
