About Pokemon immunity.

Why does every pokemon have resistance (for example, dark has resistance to psychic attacks) instead of immunity?

We don't use immunity under any context except logical ones (Like a character having no soul being immune to soul manipulation). tl;dr we can't assume that a dark type can be immune to EVERY psychic attack in fiction.
 
because i a tier 1 attempts to affect them with that power... And they can't due to Immunity, it would be taken as NLF since the immunities aren't shown to extend to a certain tier or level.
 
Because, Immunity is NLF. For example, just because a Zoroark can resist the Telekinetic powers of an Alakazam, this doesn't mean that he can just null the telekinetic powers of a High 4-C or 3-A.
 
Have we ever even seen a Psychic Type move use on a Dark Type?.

I know they love showing off Electric moves don't effect ground types but I don't recall seeing a psychic move used on a dark type.
 
But yeah, an alolan Ratata, canon-wise, would die pretty badly against a psychic move from Necrozma or Dialga, so it's not an immunity
