So I read somewhere that according to WOG Kuzuki with Caster's buffes basically has E ranked parameters so why is he rated as 7 B here also the only reason he managed to injure Saber even with all his buffes was due to his unique techniques so it makes no sense to scale him from saber.

His unique style of fighting coupled with the fact that he's a Master, took Saber by surprise. Her eyes couldn't keep up with his movements and her instict was only useful for evading fatal blows, and that only for a short time.

This still doesn't change the fact that Kuzuki blocked her sword strike with his elbow and knee, he also struck through her armor severely injuring her arm, causing bleeding. Also he overpowered her in strength to the point she could not release herself from his hold.

Well it can simply be treated as PIS. Also do you realise that putting him at 7 B makes him above many other sevants which goes totally against the idea that humans can only fight defensively against servants.

Not really PIS, Kuzuki also killed Rider by destroying her neck. Also Caster was drawing mana from the entire Fuyuki city, so Kuzuki was stronger than normal.

In addition, Caster's Reinforcement is vastly superior to any modern magus due to being a Magus from the Age of Gods. Considering the fact that she can make immortality potions and extremely potent good luck charms, this isn't really all that spectacular by comparison.

In addition, Kuzuki can also shatter Shirou's Projections (albeit, while they were still flawed). In Hollow Ataraxia he also deflected some of Gilgamesh's Gate of Babylon shots and fought Avenger's Shadow Beasts alongside Assassin.

I guess I have been underestimating him my bad. Also @Reppuzan what do you think about the supposed WOG statement of Kuzuki having E rank parameters is it true?

Nasu is rather inconsistent and often makes outlandish claims (i.e. the Low 2-C Void Shiki cannot defeat Servants) so it's best to take all of his statements with a grain of salt.
