Where does the justification that The World is faster than Silver Chariot come from? I fully agree with it, but what is that based off of? Is the justification referring to Silver Chariot with or without it's armor on?

It's talking about Chariot with his armor on but honestly it's probably both given Star Platinum is supposed to be faster than armorless Chariot as well.
It comes from Star Platinum being capable of fighting a speed (Anubis) boosted Chariot and The World is initially faster than Star Platinum and even by the end is basically equal in speed even after Plat gets pissed off.
Pissed off Platinum=>The World>>Normal Star Platinum>Boosted Chariot>Chariot.
The World is faster than Chariot via being on par with Star Platinum, who's faster than Chariot blatantly and explicitly said to be faster.
