Roshi at his highest is at least Hypersonic+ and at least City level. He massively stomps and speedblitzs All Might.

A more fairer match would be Base Roshi but then you have to equalize speed since he's still Hypersonic+ even then.

Feats wise it goes to roshi

Master Roshi since he can hypnotise All Might then blast him. Plus he is way faster and is more skilled in combat.

@Koopi: It's accepted as an outlier here but it honestly wouldn't have mattered either way weather Roshi is Moon level by that or by our current (logical) scaling of him here cause he's still much higher than him in AP and Dura.

@God-King: I think the fight here would have been more fair if the OP had used base Roshi and speed equalize to see what happens.

That said and given which Roshi is being used, i might be forced to close if he doesn't respond to what i said earlier above.
