In Cynthia's profile, this scene is described as Garcomp stopping Palkia's attack, but in fact it's the opposite. Dialga and Palkia don't attack first, they just counter the attack made on them and easily destroy them. The fact that Palkia's attack is destroyed but Dialga's attack is not destroyed doesn't change anything because they are different attacks. It shouldn't be this easy to advance to 2-A. Palkia's attack only destroys Cynthia's grudge and then stops.


other than that All Inverse world championship Master 8 should be stronger than Gladion's silvally.

2-A Anipoke trainers should be removed and all master 8 that will scale above Silvally should be upgraded to High 3-A

I also agree that trainers shouldn't be 2-A, and neither should their Pokémon. They can't withstand power at a 2-A level, so it doesn't make sense for them to be considered 2-A.
 
Yeah, Palkia casually deflecting Draco Meteor with Spatial Rend definitely supports the point. I also agree with the observation about Dialga's attack.

That said, I think it's worth factoring in that both Dialga and Palkia were under some form of control in this scene. Unsure if it matters, but it's worth pointing out nonetheless.

Control via what means?
There's dialogue in the games that indicates it matters if it's via a ball or a Red Chain, though I don't recall if we account for that.

Saturn says it's the Red Chain at 02:40 in the video below. As for your other point, I’m not sure. I’m probably not the best person to ask on that.

 
I don’t understand this point.
I took it to mean that Dialga’s attack wasn’t countered in the beam struggle - using that to justify 2-A scaling feels shaky. It also took multiple Pokémon just to slightly slow Roar of Time, and even then, it wasn’t countered in the video.

If anything, it’d make more sense for Cynthia’s Garchomp to be strong enough to counter Spatial Rend - but that’s not what happened. Garchomp attacked, and Palkia immediately shot it down. Currently I don't see the implication that supports 2-A scaling from these exchanges.

Edit; Also can OP provide the full scene? Video looks like a meme edit at the end. What happens to them?

Ah okay, then if it's the Red Chain, their power shouldn't be restrained -According to the in-game statement that I am not sure if we account for or not-, unlike with a Poke Ball, IIRC.
