if the AS Probability can make Kars do not use Time Stop, it is useful otherwise it's useless here.

Kars doesn't, but I don't doubt it is out of the realm of possibility that he can mimic it.
 
If he has no feats of negging power mimicry, it isn't possible.
 
AS also has no feats of negging Time Stop. But his Probability Manipulation can bring the chances of an event happening to 0% or 100% . That's why Gar said Time Stop won't work due to his Passive Probability Manipulation.
 
What are AS's feats of probability manip in canon?
 
Lolnoping defenses of team dai gurren and bypassing them by making the probability of them getting damaged/attacked to 100% from 0% despite the team having put up inpenetrable defenses. This is from the anime and IIRC in the movie he passively caused Simon's Probability of winning to 0%. It's been years since I watched GL so don't quote me on that.
 
Basically AS says

"The probability of you winning this fight is 0%

So yeah.
