Because it doesn't increase his dimensionality, it only gives him Low 1-C abilities. Him not having HDE on the profile shows this as well. Its just a 3-D being using a Low 1-C weapon.

Arceus has passive power null tho. Which nulls the activation of the moves, but not the effect
