Automatic Downgrade?

So let's say an upgrade thread is made to reinforce something already accepted for a verse, but that upgrade gets rejected by staff, who in the process, reject the original justifications/rating too. Does this warrant an immediate downgrade, or would you have to create a new CRT first? Could that CRT just reference the original thread and its tally, or would it have to be higher quality (and basically summarize the original arguments)?

Not sure but unless the crt completely changes and the downgrade is discussed in it's entirety a new crt should be made
