Baldi VS Bagi

Even with speed equalized, what stops bagi from Mind controlling before he can do anything at all and then he's gg?
 
Why do people put Baldi up with characters far beyond his capacity to handle? Like, why?

How is it not a stomp? Any victory conditions for Baldi?
