He was around Raditz's power level [1,500] in the previous key at his strongest and this key before his Zenkai and his tail growing back was compared to Pre-Limit Break Bardock going Oozaru, so at worst he's marginally weaker than Vegeta and at best equal to him in power but lacks a special Ki attack like the Galick Gun to boost his AP further like Vegeta can.
