Baseline 10-A Question

What makes a character baseline 10-A? As in what feats could warrant this rating?
Does engaging in regular exercise count? (As in, is not a person that never trains, but not necessarily overdoes it)
 
From what I’ve seen discussed in other places, adult men of average build without extra physical conditioning can punch with over 100 Joules as long as they’re using basic form, and I've seen anecdotal estimates that 1-3 sessions of boxing training increases someone’s punching power by 2-3x.

By comparison, from what I can find you’re only expecting something like a 20-30% increase in mass from serious physical conditioning over the course of your lifetime.

Our current standard for 10-A is just a large adult male human with average fitness throwing a punch with mediocre form (i.e. only using the weight of their arm). So pretty much any combat sports training is probably getting most teenage boys and adults of either gender into 10-A, but something like physical conditioning 1-3 times a week probably wouldn’t on its own unless you’re already very naturally large.
 
So what kind of body type/physique could get the rating? A 6 ft/175 lbs guy that does normal exercise at home would qualify?

And about qualifying with size alone, height and weight without training I mean
