Doesn't Aquamarine restrain, hence the user can't attack. Isn't time like a dimension of some sorts. How would Aquamarine restrain?

Tractor Beams are kind of a technology version of Telekinesis (kind of, not literally), it restrains the target so it can be easily moved, Aquamarine just has a much more powerful version of that.
