Black Lightning (CW) Combat Speed Upgrade

In the latest episode of Black Lighting, he and his daughter fought superhuman people called Sanji who are able to move as blur and one dodged a shotgun blast at close range (Some got shot still). This would make his combat and reaction speed Subsonic.

At the beginning of it you can see the guys rush in like blurs and you see them run into Black Lightning's lightning fast. They fought these guys at close combat, can't find a vid of the fight yet.
