From what I can see, Bonecrusher scales to fighting one 8-B character, whereas Brawl fought multiple High 8-C characters. Based on that, I'm willing to assume that Bonecrusher is the stronger of the two, as someone on par with Bonecrusher 1-shot a High 8-C character from the same verse, and Brawl couldn't do that.

Speed being unequalized means nothing, they scale to the same feats anyways.

Brawl has a range advantage, but that's about all he's got going for him. As SBA states, this puts them 100 meters apart, so Brawl has time to just unload on Bonecrusher.

What's Brawl's state of mind? Would he be willing to play a game at range, or would he prefer to get into CQC?

Brawl state of mind is that he's really angry, and he just tries to to attack them opponent, as his battle tactic is rage, whereas bone crusher is seemingly a strategist

Alright, then I vote Bonecrusher. Brawl won't take adequate advantage of the distance between them, and will allow the two of them to go into CQC. At that point, Bonecrusher appears to be slightly stronger and smarter than Brawl, which should give him the edge.

By all rights, Brawl's superior range should give him the win here, but his low intelligence means that he is unlikely to make the most of that advantage. Bonecrusher's ability to roll/skate around in robot mode should give him enough mobility to avoid the brunt of Brawl's firepower long enough to reach melee range. At that point, Bonecrusher should have the advantage with his minesweeper claw essentially giving him an extra limb to attack with. I don't think Brawl has the skill to evade the claw the way Optimus Prime did.

Overall, Bonecrusher should win this as long as he uses his superior intelligence and his skills as a tactician to close the gap and rob Brawl of his greatest advantage. It will still be a very difficult battle for Bonecrusher, and letting his short temper get the better of him could cause him to make more mistakes than he has room for here.
