Since bowser has prep he will likely use void manipulation or plot manipulation right off the bat but Bill has precognition to the point where can see a person's entire future so he could know what Bowser will try to pull off

Bowser has the advantage in knowing what will work but I assume he will be arrogant and do something like taunt bill or fight him head on (Which I assume Bill would win since I think he has the higher Ap and is more creative in fighting)

I don't know, I guess Bill could just strip down in front of bowser and eat something to make him go insane or pull him into the mindscape (He has been shown to pull people into the mindscape freely) where he will have the obvious upper hand

I think that if both could destroy each other with their attacks, then it comes down to who can use their attack faster. I don't know about an attack that Bowser can execute faster then Bill snapping his hand so I'll vote for Bill.

If Bowser doesn't have reality manipulation in this match, then Bill could probably change how magic works in his universe and win with that too. Though I am not sure about that option
