During the Rise of the Sentinels event, Viego showed a significant influence over the Celestials
This also led to Diana mistaking Viego for a Celestial.
Furthermore, he also showed the ability to resurrect a dead Celestial.
Considering these feats related to the Celestials, I personally think Viego's tier might be rated quite highly.
