Can The Doctor use The TARDIS's Power Source to his Advantage?

Even being a Doctor Who expert, I'm not quite sure still whether on this wiki we still count The Doctor's 1-C power source to be attainable by him. In the Comics he does it, but then again, not sure if canon.

Well, Azzy has mentioned that he shouldn't be able to use it as such but it could be argued, the question would be if the comic he absorbed it in was canon, was the comic a special or something? Like a holiday celebration or an anniversary thing?
